Projekt byl poprv\u00e9 projedn\u00e1v\u00e1n v roce 2014, smlouvy o smlouv\u00e1ch budouc\u00edch podeps\u00e1ny na mimo\u0159\u00e1dn\u00e9m jedn\u00e1n\u00ed zastupitelstva v roce 2015 a od roku 2018 m\u011bli blanen\u0161t\u00ed ob\u010dan\u00e9 vyu\u017e\u00edvat toto n\u00e1kupn\u00ed centrum, v n\u011bm\u017e \u2153 plochy m\u011bl zauj\u00edmat hypermarket Albert. Zastav\u011bn\u00e1 plocha dle p\u016fvodn\u00edho projektu \u010dinila necel\u00fdch 30000 m2, cel\u00fd z\u00e1m\u011br doznal n\u011bkolika zm\u011bn, p\u0159i\u010dem\u017e ta nejz\u00e1sadn\u011bj\u0161\u00ed se t\u00fdk\u00e1 plochy OC, kter\u00e1 se v\u00fdrazn\u00fdm zp\u016fsobem zmen\u0161ila.<\/p>\n\n\n\n<p><strong>Cena pozemk\u016f<\/strong><\/p>\n\n\n\n<p>Pr\u00e1v\u011b ve vztahu ceny k plo\u0161e prod\u00e1van\u00fdch pozemk\u016f spat\u0159ujeme velmi p\u00e1dn\u00fd d\u016fvod pro dal\u0161\u00ed neprodlu\u017eov\u00e1n\u00ed smluv developerovi. V p\u016fvodn\u00edch smlouv\u00e1ch ze dne 22.5.2015 se uv\u00e1d\u00ed, \u017ee pozemky bude m\u00edt spole\u010dnost M.S. Blanensk\u00e1 s.r.o. od m\u011bsta b\u011bhem v\u00fdstavby v pron\u00e1jmu a po kolaudaci je od n\u011bj odkoup\u00ed za cenu 1000 K\u010d\/m2. Cena reflektuje to, \u017ee developer na svoje n\u00e1klady mj. zlikviduje st\u00e1vaj\u00edc\u00ed sklen\u00edky\/stavby. Za t\u011bch v\u00edce ne\u017e 5 let, o kter\u00e9 se lh\u016fty odkl\u00e1daj\u00ed, se v\u0161ak podstatn\u011b zv\u00fd\u0161ila cena pozemk\u016f, nehled\u011b na z\u00e1va\u017en\u00e9 zm\u011bny projektu &#8211; investor vybuduje OC Blansko na men\u0161\u00ed plo\u0161e a zbytek pozemk\u016f si ponech\u00e1 m\u011bsto Blansko. Celkov\u00fd p\u0159\u00edjem do m\u011bstsk\u00e9 kasy tak nebude pomp\u00e9zn\u011b slibovan\u00fdch 33 milion\u016f K\u010d, ale sp\u00ed\u0161e kolem 20 mil. K\u010d.&nbsp;<\/p>\n\n\n\n<p><strong>Komunikace s ob\u010dany<\/strong><\/p>\n\n\n\n<p>Veden\u00ed m\u011bsta Blanska k tak z\u00e1sadn\u00edmu projektu, kter\u00fd zm\u011bn\u00ed tv\u00e1\u0159 m\u011bsta nikdy neuspo\u0159\u00e1dalo ve\u0159ejnou debatu s ob\u010dany. Za v\u00edce ne\u017e p\u011bt let se koalice ve slo\u017een\u00ed ODS, \u010cSSD, KDU-\u010cSL a Volba pro m\u011bsto ani u jednoho odlo\u017een\u00ed lh\u016ft nesna\u017eila ob\u010dan\u016fm vysv\u011btlit d\u016fvody pro prodlou\u017een\u00ed. Koali\u010dn\u00ed radn\u00ed a zastupitel\u00e9 sm\u011brem k ve\u0159ejnosti ml\u010d\u00ed. T\u0159eba by se ob\u010dan\u00e9 Blanska dozv\u011bd\u011bli, pro\u010d sou\u010dasn\u00e1 koalice neust\u00e1le ustupuje developerovi, kter\u00fd z na\u0161eho pohledu nepln\u00ed sv\u00e9 z\u00e1vazky?&nbsp;<\/p>\n\n\n\n<p><strong>Slo\u017een\u00ed obchod\u016f<\/strong><\/p>\n\n\n\n<p>Nen\u00ed zn\u00e1ma ani fin\u00e1ln\u00ed skladba obchod\u016f, kter\u00e1 se n\u011bkolikr\u00e1t b\u011bhem let zm\u011bnila. M\u00e1me za to, \u017ee p\u016fvodn\u00ed proklamace tehdej\u0161\u00edho starosty Ivo Pol\u00e1ka o hobbymarketu m\u011bla pouze navnadit ob\u010dany. V dal\u0161\u00edch d\u00edlech tohoto seri\u00e1lu developer zmi\u0148uje hypermarket Albert, pot\u00e9 jej st\u0159\u00edd\u00e1 supermarket Billa a do zbyl\u00fdch prodejn\u00edch ploch umis\u0165uje tu l\u00e9k\u00e1rnu, tu kv\u011btin\u00e1\u0159stv\u00ed, tu sport&#8230;. Konkr\u00e9tn\u00ed slo\u017een\u00ed obchod\u016f z\u016fst\u00e1v\u00e1 v mlze a m\u016f\u017eeme jen dom\u00fd\u0161let, pro\u010d. Kolik obchodn\u00edch \u0159et\u011bzc\u016f bude m\u00edt z\u00e1jem provozovat svoji prodejnu v mal\u00e9m m\u011bst\u011b s v\u00fdbornou dostupnost\u00ed do Brna? &nbsp;<\/p>\n\n\n\n<p><strong>D\u016fvody odklad\u016f\u00a0<\/strong><\/p>\n\n\n\n<p>Ji\u017e prvn\u00ed odklad term\u00edn\u016f byl zp\u016fsoben\u00fd nekvalitn\u011b p\u0159ipravenou dokumentac\u00ed pro \u00fazemn\u00ed \u0159\u00edzen\u00ed ze strany developera. Dal\u0161\u00ed d\u016fvody v \u017e\u00e1dostech o prodlou\u017een\u00ed term\u00edn\u016f jsou r\u016fzn\u00e9 &#8211; od slo\u017eit\u00fdch jedn\u00e1n\u00ed s Povod\u00edm Moravy (kdo by to byl \u010dekal, kdy\u017e cht\u011bj\u00ed stav\u011bt obchodn\u00ed centrum v z\u00e1plavov\u00e9 z\u00f3n\u011b?), p\u0159es tzv. vyjad\u0159ova\u010dky a\u017e po koronakrizi. Tento univerz\u00e1ln\u00ed argument pou\u017eil developer na jedn\u00e1n\u00ed s blanensk\u00fdmi zastupiteli dne 19.8.&nbsp;<\/p>\n\n\n\n<p><strong>Jednozna\u010dn\u00e9 NE<\/strong><\/p>\n\n\n\n<p>Z v\u00fd\u0161e uveden\u00fdch d\u016fvod\u016f proto mus\u00edme \u0159\u00edct jednozna\u010dn\u00e9 NE dal\u0161\u00edmu prodlou\u017een\u00ed lh\u016ft. P\u0159i rozhovorech s ob\u010dany m\u011bsta vn\u00edm\u00e1me jejich \u010d\u00edm d\u00e1l v\u011bt\u0161\u00ed rozlad\u011bnost z tohoto projektu. Proti prodlu\u017eov\u00e1n\u00ed term\u00edn\u016f jsme hlasovali ji\u017e na zastupitelstvu v \u010dervnu lo\u0148sk\u00e9ho roku. Ji\u017e tehdy jsme navrhovali, aby cenu posoudila nez\u00e1visl\u00e1 instituce (nap\u0159. \u00dastav soudn\u00edho in\u017een\u00fdrstv\u00ed p\u0159i VUT). N\u00e1vrh byl zam\u00edtnut.&nbsp;<\/p>\n\n\n\n<p>Na z\u00e1\u0159ijov\u00e9m zastupitelstvu budeme tedy hlasovat proti dal\u0161\u00edmu prodlou\u017een\u00ed term\u00edn\u016f. Sv\u00fdm arogantn\u00edm vystupov\u00e1n\u00edm n\u00e1s v tom pouze utvrdili z\u00e1stupci M.S. Blanensk\u00e1 na posledn\u00edm jedn\u00e1n\u00ed, kde zm\u011bnu kupn\u00ed ceny pozemk\u016f rezolutn\u011b odm\u00edtli.&nbsp;<\/p>\n\n\n\n<p>Jak je mo\u017en\u00e9, \u017ee do\u0161lo k uzav\u0159en\u00ed smlouvy, kter\u00e1 umo\u017e\u0148uje developerovi odklady term\u00edn\u016f donekone\u010dna?
